I think it's in the rules but we've never followed it. If it's not, it's the new rule this season.
Players who have been cut aren't eligible for signing for 48 hours. This is to give people a fair chance instead of the vultures who sit on here all day.

Not good at wording these things but I'll give it a whirl where hopefully it's easily understood.
Cut and Bought Out Players are subjected to a 48 hour wait period before they're eligible for claiming.
During this time anyone can put in a claim for the players. Once the 48 hours is up, if more than 1 person has put in a claim we'll go to a random lotto. Teams that are currently seeded outside of the playoffs at that time will have first dibs on the player.
Example: 2 playoffs teams claimed, 1 non-playoff team claimed. Players goes to the non-playoff team
Example #2: 3 playoff teams claimed, 2 non-playoff teams claimed. The 2 non-playoff teams will then go to a random lotto.
If no non-playoff teams put in a claim, the playoff teams are then eligible for the player.
