70% chance of improvement? No way. There should be no set standard, not all 1st rounders are created equal. and for 2nd rounders the odds of improving should be pretty slim, they were 2nd rounders for a reason I mean those are numbers that I am putting out there. How would you determine what rookies should get more % of improving?

Its a case by case basis, the whole point of stashing players overseas isn't to turn this into one big game of roulette where everybody drafts foreigners in the 2nd round knowing they have a __% chance at turning them into huge steals. Same goes for the HS'ers in the 1st round. It sets a bad precedent if the 5th pick overall in the draft has the same chance of improving as the 25th pick.
Smith was an infinitely better prospect than this guy, his only real weakness was his outside scoring. Mr. Pork Fried Rice on the other hand either flat out sucks or is mediocre in every category other than defense, and playing 2 extra years in the Chinese league ain't gonna make him that much better for the NBA

Smith was an incredibly raw boom or bust type guy. Therefore, we decided to give him some ratings where he "boomed" due to his incredible potential and some ratings on the other end of the spectrum where he was a complete bust.
Smith also didn't have an 80% chance to improve. Ian was including where his ratings go up and his potential goes down (but it is still only 70%). If you include those for Jin, he has a 40% chance to improve.
"5. C+ C- C B B- B 6. C C- C B B- B 7. B- C C- C+ B- B 8. C+ C+ C+ C+ C A"
#8 was his original ratings. With Ian's % 5, 6, & 7 are counted as improvements for Smith... those are 2nd round ratings right there so I'm not sure if they are improvements.

His initial ratings were actually a bit worse than the #8 option 20x4. That's why i counted it as an improvement category too
