Question if you offered someone and they didn't sign what is the next step? Does your offer still stand? Do players that get offers ever choose just not to play because the offer is too low?

I think they're just mulling over offers still. You can increase/decrease or add new offers.

lol, definitely not Clown. Biggest offer I made was 2.5 mill a year to Nocioni. I was shocked to see Ron Mercer and Nocioni become the highest paid players in the league.
