A player must have 3 or more years left on his contract and more than 8 million dollars per year to be eligible for a buy out.
Being Eligible for buy out will also require no previous buy outs in the last 3 or less seasons.
Example
In 2002 Player A has a 4 year 9 million dollar deal and you haven't bought out a player in 4 years. You are eligible.
In 2005 Player B has a 3 year 12 million a year deal but you bought out Player A three years ago. You are not eligible.
In 2006 Player B has a 2 year 12 million per year deal. You are not eligible due to player contract not long enough.
